FEBRUARY 2022

Oikos would like to provide an update on the progress of the OMSSD Project (the Oikos Marine & South Side Development Project).

The statutory pre-application consultation for the OMSSD project was undertaken in spring 2021.  Since then, the team have been working hard on preparing the Development Consent Order (DCO) application documentation for the project, including taking account of the helpful feedback gratefully received from the local community, interested parties and statutory bodies and organisations.

The Oikos team had hoped to be in a position to submit the OMSSD DCO application to the Planning Inspectorate during the first quarter of 2022 however, to allow time to close out a small number of remaining issues, particularly relating to land rights and to ensure that the application documentation is properly prepared, the decision has been taken by Oikos to push out the submission of the application until later in 2022.

OCTOBER 2021

Oikos would like to provide an update on the progress of the OMSSD DCO application.

The statutory pre-application consultation for the OMSSD project was undertaken in April and May of this year.  Since then, the project team have been working hard on preparing a robust and thorough application.

The team had hoped to be in a position to submit the DCO application in the Autumn of this year, however, to ensure that the application documentation is properly prepared, which requires certain inputs from third parties, and in order to provide responses to all the relevant matters raised with us – which is something which we think will benefit all parties who may wish to get involved in the DCO examination – the decision has been taken to push out the submission of the application until early 2022.

The Statutory Consultation on the OMSSD project has now closed

We thank all of you who have responded to the consultation and provided us with your comments.  We will now spend time analysing and reviewing these comments and amending the proposal as necessary.  With a view to submitting the application to the Planning Inspectorate later in 2021.

The consultation materials will remain available to view but are now for information purposes only.

Oikos is pleased to announce that it will be undertaking  Statutory Consultation on the OMSSD project from 6th April 2021 till the 18th May 2021.  The consultation is a key stage in the development of the project and gives the community an opportunity to see the latest plans for the proposal and the environmental information that has been collected so far.

As part of the preparation for the Statutory Consultation, Oikos has prepared, in consultation with Castle Point Borough Council and Essex County Council, a Statement of Community Consultation (SoCC).  This document sets out how and when formal public consultation on the project will take place.

September 2020

Following the update provided in July 2020, Oikos is now able to provide a further update on the next steps of the OMSSD project.

Throughout the past few months, work on the project has not proceeded as fast as originally envisaged due to the impacts of the Covid-19 pandemic. Nevertheless, during this time we have been carefully reviewing the responses we received during the initial phase of informal consultation that was conducted in late 2019. We have also carried out ongoing discussions with various stakeholders and in May we also received the formal Environmental Statement Scoping Opinion from the Planning Inspectorate. We have used all of this feedback to continue to progress the design of the project and to develop our programme of environmental assessment.

Over the coming months we will be continuing with these activities with a view to preparing the Preliminary Environmental Information Report (PEIR) for the project. This document will include preliminary information relating to the project and its likely impacts and implications.

In early 2021 we expect to be in a position to undertake formal pre-application consultation, which will build on the engagement that we have already conducted. During the pre-application consultation local people and stakeholders will have the opportunity to review and respond to the information provided within the PEIR.

Our plans for the formal pre-application consultation will be outlined, in due course, in a document known as a Statement of Community Consultation (SoCC). The SoCC will be developed in consultation with local authorities and will be publicised in advance.

After the formal pre-application consultation stage has been completed, the Project Team will assess the issues that have been raised, refine the proposals where necessary and prepare the application and all associated documents ready for submission. It is our current aim to submit the application to the Planning Inspectorate during the summer of 2021.

As work progresses on the project, we will endeavour to keep everyone informed – primarily through updates published on the project website. July 2020

Following the submission of the Scoping Opinion Request and accompanying Scoping Report to the Planning Inspectorate in March 2020, we have now received the formal response, which is known as the Scoping Opinion.

This document sets out the formal view of the Secretary of State (via the Planning Inspectorate) on the scope and level of detail of the information to be provided in the OMSSD Environmental Statement (ES).

In addition to informing you of the receipt of the Scoping Opinion from the Planning Inspectorate, we also wanted to take this opportunity to provide you with an update on the preparation timeframe for the OMSSD project. In light of the Covid-19 pandemic, it is clearly no longer possible for the project to proceed as originally programmed. This means that the statutory consultation period, which we originally envisaged taking place in early summer 2020, is not able to go ahead as planned at that time. Oikos, however, remain committed to the project and we are currently reviewing the schedule for taking the project and statutory consultation forward. We will endeavour to keep you and others informed and will provide a further update, via the OMSSD project website in the first instance, as the position on this matter becomes clearer.
